Employees’ unions demand action against Balen Secretary
On Thursday, five employee unions issued a joint statement. They accused Shah of publicly threatening employees after the reinstatement of Chief Administrative Officer Saroj Guragain on April 3.
According to the statement, Shah tried to defame respected officials like the Deputy Mayor and Ward Chairpersons. The unions said he violated the employees’ code of conduct through threats and unauthorized behavior.

The controversy started when Guragain was reinstated to his post. However, Metropolitan Police Chief Pandey’s team stopped him from entering his office. Later, the Deputy Mayor, Ward Chairpersons, and employees broke the office door and helped Guragain enter.
