Human Rights Watch: Israel’s Water Restrictions in Gaza Amount to Genocide

Human Rights Watch (HRW) has released a powerful report accusing Israeli forces of committing acts of genocide against the Palestinian population in Gaza. According to HRW, Israel has intentionally and systematically restricted access to clean water, pushing Gaza into a humanitarian disaster.

The organization’s findings indicate that since the conflict intensified in October 2023, Israeli authorities have blocked water pipelines, destroyed critical infrastructure, and disrupted aid efforts. These actions have allegedly resulted in thousands of preventable deaths due to dehydration and disease.

Water Crisis in Gaza Puts Lives at Risk

The HRW report emphasizes that most residents in Gaza receive only a few liters of water per day, far below the World Health Organization’s minimum survival standard of 15 liters per person. Without access to enough clean water, communities are facing a public health catastrophe.

Hospitals have reported sharp rises in waterborne diseases, including diarrhea, cholera, and hepatitis A. Infants, children, pregnant women, and the elderly are especially vulnerable. The breakdown of water sanitation systems has only worsened the crisis.

Genocidal Intent Alleged in Systematic Deprivation of Water

Under the 1948 Genocide Convention, genocide includes actions that aim to destroy, in whole or in part, a national, ethnic, racial, or religious group. HRW argues that Israel’s water blockade meets this legal definition. The scale, planning, and persistence of the actions suggest they were designed not just for military objectives, but to inflict long-term, irreversible harm on Palestinian civilians.

The report points to public statements by Israeli officials that reflect harmful intent and justify collective punishment. These statements, combined with operational decisions, form the basis for HRW’s assertion of genocidal conduct.

Humanitarian Crisis Deepens as Gaza Death Toll Surpasses 44,000

The water crisis is one part of a broader humanitarian collapse in Gaza. Since the renewed conflict began in late 2023, over 44,000 Palestinians have died, according to local sources. Entire neighborhoods have been destroyed, displacing hundreds of thousands.

Food, fuel, and medical supplies remain scarce. Aid convoys have been blocked or delayed, further worsening the suffering of civilians. With essential infrastructure—including hospitals, power grids, and sewage treatment facilities—severely damaged, daily life has become unlivable for many residents.

Amnesty International Supports Genocide Allegations

HRW is not alone in accusing Israel of genocide. Amnesty International has also concluded that Israel’s military actions, including the destruction of vital services and mass killings, amount to genocide.

Amnesty’s reports describe a pattern of violence and deprivation that targets the very conditions needed for Palestinian survival. These include not only water, but also food access, shelter, and medical care.

Their findings echo HRW’s conclusion: Israel’s military campaign appears to involve a coordinated strategy to destroy the ability of Gaza’s population to survive.

HRW Urges International Community to Take Action

In its report, Human Rights Watch urges the international community to respond immediately to prevent further atrocities. The organization calls for:

  • Sanctions against Israeli officials and institutions responsible for policies in Gaza.

  • Support for investigations by the International Criminal Court (ICC).

  • Emergency humanitarian interventions to restore water access and deliver aid.
