Mizoram Becomes India’s First Fully Literate State

On May 20, 2025, Mizoram made history by becoming India’s first fully literate state, achieving a literacy rate of 98.2% under the ULLAS (Understanding of Lifelong Learning for All in Society) initiative.

Chief Minister Lalduhoma announced this milestone at Mizoram University in Aizawl, with Union Minister of State for Education Jayant Chaudhary present.

This achievement marks a significant step in India’s educational journey, setting a model for other states.

Background of Mizoram’s Literacy Journey

Mizoram, a small northeastern state, has long prioritized education. According to the 2011 Census, it had a literacy rate of 91.33%, the third highest in India. Christian missionaries in the early 20th century laid the foundation by establishing schools.

The state government built on this through programs like Sarva Shiksha Abhiyan and the Mid-Day Meal Scheme, which boosted school enrollment and reduced dropouts. Serchhip district, with a 97.91% literacy rate, has been a standout, showcasing Mizoram’s commitment to education. This strong base set the stage for the recent push to full literacy.

How Mizoram Achieved Full Literacy

The journey to 100% literacy was driven by the ULLAS – Nav Bharat Saaksharta Karyakram, a central government scheme from 2022 to 2027. A door-to-door survey in August–September 2023 identified 3,026 illiterate individuals aged 15 and above.

Of these, 1,692 were engaged in teaching-learning activities. The State Centre for Literacy (SCL), set up under SCERT, developed Mizo language materials called Vartian and an English version for Lawngtlai district learners. With 292 volunteer teachers, Mizoram crossed the Ministry of Education’s 95% literacy benchmark, achieving 98.2%. Community participation, including efforts from young people, professionals, and elders, made this a people-driven success.

Key Players Behind the Success

The achievement was a team effort led by Chief Minister Lalduhoma, who has championed education since taking office in December 2023. The State Literacy Mission Authority, with its governing council and executive committee, coordinated the initiative.

The School Education Department and Samagra Shiksha Mizoram played crucial roles. Cluster Resource Centre Coordinators (CRCCs) conducted surveys and identified learners.

Education Minister Vanlalthlana hired 292 contract educators who worked tirelessly to teach the illiterate. Union Minister Jayant Chaudhary praised Mizoram’s collaborative spirit, calling it a proud moment for India.

Sustaining and Expanding Literacy Goals

Mizoram now aims to maintain this milestone through continuous education, digital literacy, and vocational training. Chief Minister Lalduhoma emphasized the need for financial literacy and entrepreneurial skills to empower every Mizo.

The state plans to integrate digital access into its education system, ensuring no one is left behind. Lalduhoma declared, “We are proud to be the first, and we will work to remain the best.” This vision positions Mizoram as a leader in lifelong learning and inclusive growth.

A Leading Professional from Mizoram

Among Mizoram’s notable figures, Dr. C. Sangnghina stands out as a top professional in education. As the Director of the State Council of Educational Research and Training (SCERT), he has been instrumental in shaping Mizoram’s educational policies.

His leadership in developing localized learning materials, like Vartian, was critical to the ULLAS initiative’s success. Dr. Sangnghina’s work focuses on inclusive education, ensuring marginalized communities gain access to learning. His expertise has made him a respected leader in India’s education sector, contributing significantly to Mizoram’s literacy milestone.

Union Education Minister Dharmendra Pradhan called it “a momentous milestone” for the nation. The state’s focus on community-driven education, backed by strategic programs and strong leadership, has set a benchmark.
